What is a Special EXIM Code?
A Special EXIM Code is essentially a short-term or temporary version of the regular EXIM Code. As outlined in Section 7 of the EXIM Code Procedure, the Department of Customs can issue this code in specific situations, such as:
- When government bodies, public corporations, government-funded projects, or diplomatic missions need to import or export goods for non-commercial use.
- When micro, cottage, or small industries—registered under the Industrial Enterprise Act, 2076—need to bring in raw materials, machinery, tools, or spare parts required for their production process.
- When an industry needs to make a one-time import of machinery, tools, or components for setting up its operations (except for cases already covered in clause 3.b.).
- For any other type of import or export activity that the Department of Customs designates as eligible for a special code.
Furthermore, Section 7(2) states that a special EXIM Code may also be issued to individuals or organizations that regularly import or export goods intended for donation, gifting, or relief purposes.
Who must obtain the EXIM Code?
Any company, firm, or industry that plans to import goods into Nepal or export goods from Nepal must obtain an EXIM Code. However, Section 6 of the EXIM Code Procedure outlines a few situations where this code is not required:
- When goods are imported or exported by passengers for personal use, as specified in the official notice.
- When the value of imported goods does not exceed NPR 10,000 at one time.
- When the value of exported goods is up to NPR 10,00,000 (ten lakhs).
